NO LIGHT JUST YET. __ Council and Alexander – Retallack Did Not Agree. – Tardy Justice to K. & S.
All the councilmen were rpesent at last Saturday night’s meeting of that body.

A communication from the city solicitor, re the appointment of a councilman to succeed Alderman Murchison, advising the council that it has the power to appoint, was read.
George t. Kane went on record with a communication reminding the council of his proposition, made last April, to give a site reservoir, also to relinquish all claims for damage to his property by reason of the changing of the course of the river, upon condition that he be forgiven his ’94 and ’95 taxes.
John L. Retallack submitted his final proposition in the matter of electric lights, as stated by the Kootenaian last week.
Robert Irving, secretary of the K. & S. company, reminded the council by letter of the city’s obligation to his company in the matter of promised tax exemption.

The report of the city engineer on the water works was taken up and upon motion the engineer was instructed to prepare specifications for the material for a gravity system as proposed by him.
The salary of Police Officer Adams was increased $15 per month, beginning September 1.
Alderman Goodenough and Whiteside were appointed a committee to counter with George T. Kane with a view to a settlement in the matter of his taxes.
A resolution was proposed by Alderman Goodenough, to the effect that the council inform Mr. Alexander and his associates that a by-law embodying their lighting proposition will be submitted to the people provided a certified check for $50 is put up by them to cover expenses and to be forfeited in case the by-law failed to pass. The motion prevailed, Goodenough, Whiteside and Cameron voting in the affirmation. Mayor Green and Alderman Moore voted no.
The clerk was instructed to inform Mr. Irving, of the K. & S., that the council is willing to place a by-law before the people asking exemption for the K. & S. railway from taxation on their existing right-of-way, tracks, rolling stock and terminal buildings, and ask him to furnish maps, etc., for information necessary on drafting the by-law.
The council will meet again tonight.
