Baby Bonus: 0050.0437

            An Ontario editor suggests bonusing babies as a means of solving the problem of filling up the Canadian northwest.  He thinks that this would tend to encourage the raising of large families of native-born Canadians and this would be preferable to paying bonuses to foreign immigrants.
